What were the effects of "The Shame of the Cities" by Lincoln Steffens?

I know what Steffens's work was about, and what he was trying to accomplish with it, but I can't find the effects it had on America anywhere. Did it have any real effects on the government, or did it simply open people's eyes to corruption?
