Is it illegal to have a license plate frame on your car that covers your county?

I heard that its a new law in North Carolina that its illegal to have a frame covering any information on your license plate. Is it just North Carolina with that law or is it everywhere?

Some states are very lax on this rule, some are very strict.

North Carolina doesn't want license plate frames on the plate at all. New York, on the other hand, could care less, and every car there has a license plate frame.
