1995 cadillac fleetwood ac compressor not turning on?

i just recently replaced my ac condenser and bout a can of R134a and my ac compressor is not turning on. How could i test the compressor to make sure it works? i was told that i might have to vacum the system and then refill could that be the problem?

You don't have enough charge in the system. The low pressure cutout switch is not allowing the compressor to turn on.
